Maryland Expands its Use of Virtual Weigh Stations (VWS) :: Trucking News

The state of Maryland began using virtual weigh stations (VWS) in 2009 in Howard County. These VWS checkpoints consist of sensors in the road to determine a truck’s weight, working in conjunction with an overhead camera used to identify the carrier. The VWS computes the truck’s weight and determines whether a safety inspection is needed, based on the compliance record of the truck carrier.

Expanding the use of Virtual Weight Stations in Maryland

Over the past several years, the State Highway Administration has expanded its uses of VWS, installing virtual scales on Route 50/301 approaching the Bay Bridge, Route 301 North about 2 miles south of Route 227, along MD 213 near Delaware, and on I-95 at Caton Avenue in Baltimore, with a future site planned at I-83 North near Pennsylvania. And there appears to be no end in sight for the expansion of the VWS program.

Trucking Industry News: Sales Tax to be Added on Motor Fuels

One of the hottest topics of the Maryland General Assembly has been the numerous taxes and other fees proposed by the Governor in his annual budget. These include:

  • – Reducing itemized mortgage deductions
  • – Lowering citizens’ income tax exemptions
  • – Increasing the tax on certain tobacco products
  • – Adding a sales tax for online purchases
  • – Applying Maryland’s 6% sales tax to motor fuels

 

The last proposed tax hike rose more than a few eyebrows, as it would raise the cost of fuel anywhere from 18 to 23 cents per gallon. However, there are still several questions that have not been answered. These questions include:

  1. Will it be applied at the wholesale or retail level?
  2. Does the proposal include diesel fuel or only gasoline?
  3. How will it impact filings under the International Fuel Tax Agreement?
  4. Will there be a phase-in (expected to be 2% per year over 3 years)?
  5. Will the money go to support the Transportation Trust Fund since the sales tax normally goes to support the General Fund?

Until the Governor formerly introduces his plan, speculation will continue.

Other bills that have been introduced this session that may impact the transportation industry include bills that would:

  • Require legislative approval before a toll increase.
  • Change the off-load policy for perishable products on overweight trucks.
  • Expand the MD State Police’s authority to mirror a portion of Parts 385 and 386 of the Federal Motor Carrier Safety Regulations.
  • Prohibit trucks over 48 feet total length from traveling on Maryland Route 212.
  • Prevent transfers of monies out of the Transportation Trust Fund.
  • Remove the presumption that a paid worker is an employee rather than, perhaps, an independent contractor.
  • Use vehicle height detectors in Baltimore City to enforce truck time-of-day restrictions.
  • Redefine those Class E trucks and Class F tractors that are eligible for historic vehicle registrations.

Emergency Truck Parking…There’s an App for That!

The Maryland Motor Truck Association (MMTA) and the Maryland Department of Transportation (MDOT) recently announced the formation of 45 specifically designed emergency truck parking lots across Maryland. Now, when road conditions begin to decline from winter weather storms accumulating six inches of snow or more, truck drivers have a safe haven to wait out the inclimate weather.

And now there is even a smart phone app to help truck drivers find these 45 new parking lots in Maryland. This new mobile app gives truckers an easy way to view and navigate to nearby trucking parking lots using their cell phones.

But do not get caught searching the app while driving! Don’t forget the Federal Motor Carrier Safety Administration’s (FMCSA) final rule banning handheld cell phone use while driving a commercial motor vehicle (CMV). So truckers will need to view the application while fueling or stopped and off of the roadway.

Trucking Industry News: Handheld Cell Phone Ban for CMV Drivers

As of January 3, 2012, the Federal Motor Carrier Safety Administration’s final rule banning handheld cell phone use officially went into effect. The rule bans all interstate commercial motor vehicle drivers, interstate HAZMAT drivers and intrastate HAZMAT drivers from holding, dialing, and even reaching for a mobile phone.

Any driver found in violation of this rule will face civil penalties up to $2,750 for each offense. Drivers with multiple offenses (two or more violations in three years) risk disqualification from operating a Commercial Motor Vehicle (CMV).

Companies found allowing drivers to use handheld devices – including “push-to-talk” – while driving face a maximum penalty of $11,000.

CMV drivers who wish to still use a mobile phone or other handheld device must use a hands-free device, located in close proximity, which requires the pressing of no more than a single button to initiate or terminate a phone call.

•      Our used oil is recycled and used to heat our shops in the winter.

•      We utilize three environmentally safe used oil heaters.

•      The used antifreeze generated during our repairs is recycled by an EPA approved vendor.

•      Our paint booths are EPA approved.

•      We have scheduled routine maintenance on our A/C equipment.

•      MAC A/C certifications are held by the company.

•      A minimum “engine run” policy is enforced.

•      Our painters have converted from aerosol spray-on primer to a roll on primer.

•      The recently purchased air compressor for our main shop is more energy efficient.

•      Obtained an Underground Storage Tank, Certificate of Registration Closure from the Maryland Department of the Environment.

•      Compliant with Maryland Department of the Environment drain closure requests.
